The attached transcriptions are from the first entry in cognitive recordings anonymously delivered to The Library of Congress on March 7th, 2052, and addressed directly to Marcus Lillian. They are marked as being recorded by a Dr Walter Mendez, Head of the Psychiatric Department at Walter Reed Hospital between July and October of 2024.

However, no record of a Dr Mendez having worked at Walter Reed during that time period can be found. All former hospital employees who might have knowledge of Dr Mendez refused to give a statement, citing national security. Official GAA Tribunal authorized subpoenas were repeatedly ignored. All further attempts at contact failed. Sixteen months ago a paper record of a Dr Walter Mendez was found at the Golport VFW, approximately twelve miles southwest of Walter Reed. It shows a pattern of increasing patronage and alcohol consumption beginning in August of 2024 and ending abruptly in January of 2025. No other leads have been found regarding the origin of these recordings.

On September 17th of 2053 there was a break in and burglary at the Library of Congress. Nothing was taken except for a set of decoy copies of these recordings created by Mr. Lillian. The originals were preserved, along with the vast majority of physical evidence concerning the Quantum Man, in an undisclosed location. The knowledge of this location was lost with the murder of Mr. Lillian on December 9th of 2055. Both crimes are part of a larger pattern of activities conducted by unknown parties regarding physical evidence gathered for this archive.

It is the opinion of this agent that political operatives are still actively searching for genetic material from the Quantum Man. However, all evidence uncovered during Mr. Lillian’s investigation points to a non-biological explanation for the subject’s extraordinary abilities. Should DNA be discovered, the greatest danger it would most likely represent would be to the Quantum Man’s remaining family. I believe this is why evidence was found in Mr. Lillian’s home indicating that he destroyed several files, and pieces of evidence on the night he was killed. It is possible that he knew who the Quantum Man was, and chose to take that knowledge to his grave.
